There are certainly studies that show hiring more officers can, in certain contexts, reduce certain types of crime. I'm not sure those studies let us directly evaluate the broader conclusion that increased police budgets would translate into a net improvement in "public safety."

Increasing social service budgets (e.g. housing, health, education) will improve public safety.
